The thinking is that yes, it's a mental health problem, but it's not my problem, and not one cent of my tax dollars deserve to go toward helping mentally ill people. If you're going to engage a conservative on this issue, you have to understand this key point and start there.
I think it's worth noting that helping the mentally ill, either with our without government funding, depends LARGELY on the compliance of the patient, and a lot of times, no matter how hard therapists and other mental health specialsts try, they cannot help someone who won't do what is suggested. ie, take medication, change behaviors, et al. So, it's not just as easy as throwing government money at the problem. BUT. In fact there are many county state funded mental facilities in existance. The one in Douglas county nebraska has a five star rating and has helped many people.

That’s one issue with homelessness in SF, if it was purely a space issue it would be easier to solve but a portion of the homeless are that way because they are mentally unable to take care of themselves let alone a place to live and can be quite destructive if left to their own devices. Which makes the tech-bro answers of “just shove them into the empty office space” frustrating, as it wasn’t designed for that to begin with, let alone with people digging demons out of the walls and pouring things down the drains.
Unfortunately the system just leaves people to their own devices right up until they bump into cops enough or commit a crime and then end up in prison, where the rich don’t have to see them anymore but they still don’t get help for their problems.

Further advances in small pocket pistols, which could be carried in purse or pocket, drastically changed the nature of a society that allows personal protection, at the cost of the occasional horrific accident, or psycho shooting up everybody.

America, almost alone in that world (1845 and forward), had handguns that quickly became easy to use and maintain, and the rest is history.
Countries that don't allow personal handguns, ammunition or rifles, suddenly wish everybody had one, when the Russians start rolling in.
