For example, if the state Department of Revenue wants to revoke a business owner’s alcohol license, the owner could appeal to the Office of State Administrative Hearings. It also handles ballot disputes.

Oh, man, it looks like Orly's case is but one of four -- count 'em, FOUR -- similar cases pending in the Georgia Office of State Administrative Hearings. The ALJ has consolidated the cases for a giant clusterfuck single hearing on January 26.
Orly isn't much for sharing the birfer spotlight, but in this case she might have benefited from the consolidation of her case (Farrar et al. v. Obama) with the Welden case. The lawyer for the plaintiff in Welden -- who's apparently with the wingnut wackadoo Liberty Legal Foundation -- managed to write a literate, non-insane brief in opposition to the president's motion to dismiss.
You Obama cumgarglers needn't worry, though. The president has a friend in the Welden case, a lesser known birfer sideshow act by the name of Dr. Paul Maas Risenhoover of the Robin Hood International Human Rights Legal Defense Fund. Dr. Risenhoover has filed a motion to intervene (he's seeking permission to intervene in the case on behalf of both the U.S. and the Cherokee Nation) arguing inter alia that:
