Actually, it is true enough* to say that, but you have to remember that "COVID" is the disease. The virus is SARS-CoV-2. There are breakthough infections with the virus, but if you don't get sick with it, it's not Covid-19.
*Of course, a small percentage of vaccinated people do get Covid-19. Enough to make Biden a liar? I don't think so.

Not only is that true, but that's the genius of it. I still maintain that this particular former president is really annoyed by things like avoiding his name. Slightly less sure that Biden did this deliberately, but I'll give him the benefit of the doubt on that.
