The Seattle Area has a site called Take Winter By Storm, which is a weather/disaster preparedness site. It's got information specific to the Seattle area, but might be interesting for anyone.

Winter preparedness? We have a "Russia attacks" preparedness site. But it's recently been in the news due to being reissued, so not exactly obscure. Preparing for incidents and crises - Suomi.fi

A lot of it says "prepare in advance" and a lot of it says "follow the instructions given by relevant authorities at the time ... which are not exactly compatible approaches.

Is TV Tropes (the all-devouring pop culture wiki) obscure? It never seems to appear in search results for books, films, TV shows etc, yet it has lots of fascinating perspectives on pretty much everything. E.g. The Epic of Gilgamesh (Literature) - TV Tropes
