That's precisely my point. A rhetorical tool to justify - or shut down criticism of - generalisations is a double edged sword, and it will be used in situations where it is not appropriate (oppressed minorities) just as easily as when it is appropriate (men and white people).

But it should be easy to counter that, because a second-grader should be able to understand why the situations of Muslims and men/white people in western countries aren't comparable. No one's proposing banning men from the country based on the actions of a few. Our president* is proposing exactly that with Muslims. I mean, yes, I'm sure someone will try what you've described. I just think it's an easy technique to counter, because it's easy to explain why the groups' situations are different. I don't expect it to work on anyone who's not a Faux News viewer.

I have been noticing recently that a lot of people who toss around hashtags and little slogans like that kind of don't have much behind it. Like, they mean well, I suppose, and they're making the right noises, but they have wildly differing interpretations of what things mean, and a lot of them are really tied up in their own little bubbles. Like they're big fans of "common sense" and can't articulate what their positions really are.

I'm all for shorthand terms and neologisms and things when they have a clear, concrete meaning that you can refer to, but I've just seen so much clueless repetition of things like that that I've started to side eye almost anything that would fit on a bumpersticker or even a tweet.

Like all memes, context is important.
#notallmen came about when people were talking about shitty things men do under the general assumption that one can assume they aren't talking about literally all men, only to have some dude who feels attacked by their discussion jumping in and shouting #notallmen and then refocusing the discussion on himself.

#notallmuslims would be the opposite of this as we know there are groups that do believe the majority if not all muslims are all part of the same terrorist group.

Given how long it seemed to take to drum into people the idea that generalisations based on small samples are wrong, it seems you're a lot more optimistic than I am that an extra level of nuance can be properly disseminated in this brave new world of 140 characters.

True, every once in a while someone would strike a contrarian note and cautiously suggest there was something a little, well, problematic, about a white man putting on black face to make fun of black people and depict African-American culture as a comic cesspool of ignorance and poverty. But for the most part the commenters seemed to be in agreement on at least two crucial matters. Firstly, they all seem to agree Shirley Q. Liquor was absolutely hilarious, and true to life, and less a crude racist stereotype than a loving and affectionate tribute to black womanhood. Secondly, just about everyone agreed that there was absolutely nothing remotely racist about a white man putting on blackface to play a character named Shirley Q.
