JREFUGEES (JREF Forum Refugees) was coined once people started getting frustrated with the JREF forums. JREF started implementing inconsistent moderation, and people got banned or left because friends got banned. I don't know who coined it, but the term existed long before the FaceBook group. I was a JREFugee when I started posting here.
The term really took hold once JREF closed its forums and handed it off to an independent group to create the "International Skeptics Forum." I don't know much about ISF, but it seems that anyone who was mildly unhappy with how JREF forums were managed were made to be extremely unhappy, and there were several high-profile bans. There were also quite a few people who just didn't bother to move to the new forum when the association with JREF ended.
