Bronx officer records his boss berating him for not profiling enough.

The recording, played on Thursday in Federal District Court in Manhattan, was of a conversation between a patrol officer and his commanding officer in the 40th Precinct in the South Bronx, a violent command that recorded the highest number of police stops in the Bronx in 2011.

The commanding officer, Deputy Inspector Christopher McCormack, urged the officer to be more active, emphasizing the need to conduct more street stops. "We go out there and we summons people," Inspector McCormack said. The way to suppress violent crime, he said, was for officers to stop, question and, if necessary, frisk "the right people at the right time, the right location."

The officer who surreptitiously recorded the conversation last month, Pedro Serrano, began pressing Inspector McCormack about who he meant by the "right people." The conversation grew heated.

After an exchange about Mott Haven, a particularly crime-prone neighborhood, the inspector suggested that the police needed to conduct street stops of the people creating "the most problems" there.

"The problem was, what, male blacks," Inspector McCormack said. "And I told you at roll call, and I have no problem telling you this, male blacks 14 to 20, 21."

According to a NY state senator, NYPD Commissioner Ray Kelly admitted deliberately targeted Blacks and Latinos for their stop and frisk program in order "to instill fear in them that any time they leave their homes they could be targeted by police."

We should give credit to the department who fired the officer instead of those reporting him; which seems a bit like giving them a gold star for not punching anyone in class today but any improvement from their current white-gang thugs mentality seems like a good one.

The officer jumped off the ATV, and tried to physically restrain the teen. According to CBS Miami, police say the 14-year-old kid gave them "'dehumanizing stares,' clenched his fists and appeared threatening."

McMillian says he was carrying a six-week old puppy at the time and couldn't have been clenching his fists because he was feeding the dog with a bottle. He claims that during the confrontation the dog's front left paw was injured while officer forcibly separated him from the dog.

The officer clearly had no other choice, his place of dominance was being challenged, even though he rode the beast of power. By being surprised and walking away this boy physically assaulted this officers pride. Clearly the only thing to do is to choke him, then charge him with Felony resisting arrest. While I doubt he will be convicted (because this got media attention) he's now facing up to 5 years in state prison and the removal of his voting rights, which he doesn't even have yet, for an added 5. That will teach this dangerous and hardened criminal not to cast dehumanize on an officer again.

The suspect named in the warrant was described as a black male and was wanted on suspicion of dealing crack.

Arroyo is Hispanic and lives at 304 Breckenridge, upper-rear apartment, which has a completely separate entrance and is clearly marked on his mail box.

Reporter: "You have never used or sold drugs in this apartment?" Arroyo: "Never. Never. I don't do drugs. I'm a United States veteran. I work everyday. I'm just trying to live my life."

Arroyo is a combat veteran who served in Iraq and plans to join the National Guard. This incident, however has left him heart-broken and angry.

"For police to wrongfully come into my house and murder my dog... It wasn't that they felt threatened. No. They murdered my dog," said Arroyo, beginning to tear up.

"That was my dog, man. That was my dog. They didn't have to do that, you know. They didn't have to do that."

Arroyo now has to pay to have Cindy cremated. He also had to repair his door at his own cost and has had to miss work.

As often as that sort of thing happens, I am surprised that it doesn't happen even more often. Seriously, it is much easier and safer to shoot an unarmed person than to shoot someone who can shoot back.

Don't get me wrong. I am not arguing that we would all be safer if we went around armed to the teeth. What I mean to say is that we need police who don't go around shooting unarmed people.
