Perhaps an account based issue, as I can’t quote you without removing the colon.

Even trying to edit back in the colon gives the 403.

ETA: Tried on iphone and Chrome, so it’s not my cookies or browser.

For the record, I usually use Brave browser for all forums.
Tried with Firefox and Chrome, same - same.
So, we've probably eliminated browser specific issue.

So quick reply seems OK, but the separate "reply to thread" page (used in new reply, quote, preview, etc) has the problem. When there's a new line followed by a colon (so not in the very first position).

Litespeed was up for me, after multiple reloadings to make sure it was really up, I did the 403 error (which still persists), clicked the litespeed link at the error, and litespeed’s index page is now down on multiple devices.

I was going to make the joke before but now I’m a bit more curious, are we somehow taking down litespeed’s home index page!? (store.litespeedtech.com works fine and takes me to a login page)

It still works for me after creating a 403 error, so sadly I think not.
