Terriers are SMRT. You just have to reward them when they have followed a command. The more dogs you have, though, the harder it is to teach them shit, especially because they steal food from eachother and all that. So if you're going to teach him stuff, you're gonna have to ground the other dog to his bedroom. You should make a thread to gauge progress, too, cause that'd be cool.

I will say that pibbles in my experience are people pleasers more than wirehairs for some reason. In addition, Buddy is an old man. Not to say you can't teach an old dog new tricks, but that he has had the experience of working and training humans and in a new environment will take advantage.
Is he toy or food driven? Betting on what you have said, I'm betting he is attention driven. Which is a double edged sword because bad attention is as well as good. I'm glad he's adjusted and not so skittish but now is the time for manners.
Sylvie was a growler. Shortly after we got her it was evident, after she settled in and stopped being moonfaced grateful and needy. Then, any time she was laying down and I needed her to move, she would hedge in and curl her lip at me. If I insisted, she would growl, even snap. Slowly, I gained her trust by sitting next to her and touching her- not petting just touching- while she went through her routine. Once she realized I wasn't going to hurt her, I began to use a command whenever the lip started to curl, in her case "uggies". Then I would pet her. After she got it, it was all show and she was hamming it up I would tell her to do it in other circumstances. She would oblige and I'd reward her. It is quite the comical show now. But she stopped doing it when I need her to move. Now I can say "move" and she gets it.
I know you'll reach Mr. Buddy. Love will win him over.

If you have normal dogs, yeah, but happily, Z is not a normal dog. She's not overly submissive at all, but she does submit to smaller animals like kitties and bunnies and obnoxious little old men like Buddy. She is food motivated herself, but if she's sitting on the couch next to someone with chips or cheeseballs or something, Buddy will walk right over her and even sit on her head if that gives him the best access, and she'll just lie there extra still so she doesn't disturb him.
He will pick on her, steal her food, and literally walk all over her, and she just lets him. We separate them to eat because he will inhale his food, then stick his head in her bowl and eat hers too if we give him the chance. And no matter how stinky and sloppy and deliciously high value her food is, she'll just back off and let him have it.
And one of the main things is that he needs to tone down his picking on her. I'm OK with them sorting out their boundaries and their relationship for the most part, and I do hold her to higher standards because she's smarter and bigger and stronger. But Buddy's really taking too much advantage of her good nature.
Mostly I guess it comes down to him needing to learn a decent stay and a leave it, but it's complicated by the deafness, so I have to figure out how to get his attention first.
Which reminds me, when we're on walks, ZZ does act sort of as his hearing ear dog, so when I give her one of her many weird commands, like sidewalk (get back on the sidewalk and stop your snorflin') or jaywalk (cross this intersection diagonally), she'll gently nudge him into compliance.
So Buddy is a little difficult, I suppose, but I think part of the reason it's so daunting is that ZZ, while certainly not perfect, is so ridiculously easy and I'm spoiled by just being able to talk to her like she's a human and have her a) understand pretty quickly, and b) do what I tell her.

Buddy may be very used to being an only dog, or at least the head dog in charge of the house. We fostered this Keeshond one time, that acted like he owned the place because he had been completely spoiled and coddled by his owner (the owner had died). It was mostly doggie hierarchy type stuff like trying to get out the door first, or lay down in the best spot that Aurora had staked out as hers. Aurora was having none of it, and she tried her best to kick that dogs ass almost daily. Luckily it was just a lot of flying fur but I was happy when I found him a forever-home (and she loved the dickens out of the dog).
Aurora and Duck would still fight over food if I didn't separate them. Aurora is old, and very weak, but still scrappy like she was as a starving stray. She starts growling if Duck even looks at her food through the french door separating them.
We tried to let them work out most of their differences. Duck is a mountain of sweet dog, and will try to get away, but Aurora will not back off once she gets going. Duck would eventually have no choice but to defend himself and he is huge, and the fights got nasty enough for me to call it a lost cause and simply separate them for meals.
So, ZZ is not like Aurora at all...she is more like Duck, just go with the flow. You may have no choice but to intervene to an extent, as unchecked Buddy may push even ZZ's far off boundaries if allowed to...ya know?

I forgot about Buddy's deafness. That does complicate things a bit. I know you'll master it though.
We had issues with food stealing when we first got Sylvie. She would inhale her food like a pig and then bug Dante so he would have to defend it with a growl. But she would submit and just stare sadly, as if to say "Why do you feed him more than me? I'm starving! You love him more don't you!? Not fair!" I would supervise their eating on different sides of the Kitchen until things changed. Slowly I moved the bowls so that they ate side by side, shoulder to shoulder. They focus on the food not each other.
After she went 180 degrees. Now she eats slooooooowly. Daintily even. Dante finishes before she does. A year ago Dante was getting pudgy and I realized that he was finishing her food. Greedy little bugger. I had to go through the whole routine all over again, but starting in different rooms. Because one stare from Dante would make her walk away from the bowl. I was firm in telling him it was not going to fly and make a line that he was not going to cross. Then same thing, moving it closer and closer. Now we are back to eating side by side and happy for our kibble and respecting each other. So i don't have to supervise anymore thank goodness.
