That is the Bregenz Floating Stage, an absolutely epic location on Lake Constance. The above design was for a 1999 performance of Verdi's "A Masked Ball."

Especially since the two primary skulls are obviously the same image. The lower jaw sections seem to be different though.

Not even that. Further inspection reveals that the lower jaw shown in the lower skull is mostly obscured by the male figure on the upper skull. There are what may be additional teeth, though these could be pieces of debris from the original image.
