Actually, what he's talking about is Fascism as practised by 'Il Duce' Benito "I made my own rules and broke even them" Mussolini, all the ideals that attracted to Nazism without the racism, mad invented occult SS-cult, Wagnerian death obsession - but with all the pompous strutting Ruritanian uniforms and mass rally harangues.
There, Nazism has the definite advantage because it is so much easier to manage a decent warmongering harangue in German (even with an Austrian accent) than in Italian. One might perhaps manage it in Latin but somehow, Italian sounds about as appropriate for world conquest as Afrikans for delicate romance.
We should point out (as many have) that there was no initial intent to exterminate Jews or anybody else. This was forced on the poor commandants in hopes of removing the evidence that a world prejudiced against working sub-human slaves to death might have held against them. In a more tolerant world, Jews, Gypsies, Gays, Slavs, Communists etc would have been left alive, at least while they were performing useful work for the Reich. What else were the poor Germans to do except to remove the evidence in some cases and simply lock the gates and shove off to save their skin without telling invading forces or the Red Cross, so the slaves starved?
(And given the state of American race relations at the time and for a long time after, some people should not talk too loud about 'democracy')
