FF won't let me ogle the n00bies

I click on the name of a new member to see what, if any, details said person has provided, and I only ever get:

It must be because they're not activated yet, but I can't find the permission setting that keeps you from seeing the profile. If it's any consolation, they can't add anything to their profiles until the account is active, so you're not missing anything.

Another forum I sometimes frequent, which is also run on Vbullitin does the same thing.
No ogling the newbies, Uthgar!
Let them post something ridiculous first.
