The whole operation is cruel --- the way the dogs live, the massive overbreeding resulting in "surplus" dogs, what happens to dogs when their usefulness as racers is over (average 'retirement' age is 2.5 years old)...

A law banning all wagering or parimutuel betting on dog racing would shut down the dog tracks, but most coursing clubs wouldn't be affected. I've actually never encountered a coursing club where any money changes hands, except for entry fees.
