I just saw on the TV that it's illegal, in Luxembourg, to leave your car engine running with no one in the car, so as to defrost the windows. Presumably you either have to sit in the freezing car for a few minutes reading a newspaper or whatever, or maybe there is some special heater device besides the engine that is fitted to cars in Luxembourg.

That is not quite correct. A lot of idiots people started their day thusly:
Get out of bed
Get dressed
Start the car
Get back in the house
Shower/breakfast
Get in the cosy car and drive away
That is illegal (and rightly so). Defrosting the windows is obviously not.

I would fully expect them to crack down on that.
It's illegal to have your car running at a stop, people in it or not, for more than two minutes at a time here. In the winter you get an additional 2 minutes forgiven. Luxembourg is never cold enough to require for realz defrosting. Get a plug-in car heater, people!

We have the same problem with AC here. People will pull up to a store, bank, whatever and leave the engine running to keep the car cool while they run inside. Because screw the Earth, who wants to get all sweaty?
They passed laws against it, but I am not sure it gets enforced enough.
