Well they blamed the Serbs mostly..
The reactions were mixed, there was no way the garrison could have resisted a direct Serb attack without any air support, which was not forthcoming.
But most people were ashamed of how the military surrendered without firing a shot and the commander was even seen drinking with general Mladic. And some people wondered if the Serbs would have dared to wipe out troops of a NATO country if they had resisted. Personally I doubt it.
The minister of Defense resigned over it and later, when a damning parliamentary commission report came out a government resigned over it, but it was two months before the elections, so that was a symbolic act.
