Justifiably, I would submit. Providing the sole existing copies of highly classified materials to a person and leaving him alone at his request, or seeing him shove something paper-like down his trousers and not do anything about it is questionable security practise.
Apparently the whole thing ended up being pleaded down to a misdemeanour. If I am ever up for court-martial for removing and destroying classified material, I must be sure to mention this precedent to the presiding judge.
You can bet that from now on any requested material will go through a photocopier first, or never be let out of sight of eye, regardless of who's asking for it.
