In a harsh report, the State Comptroller on Wednesday revealed that close to 65 percent of complaints filed to the Justice Ministry's Internal Affairs Division in 2002 and 2003 against excessive police force were not investigated. In total a mere five percent of the cases were brought to trial with most of the cases closed due to a lack of sufficient evidence.
"The decision to neglect and not investigate such a high number of cases could be understood by the police as a stamp of approval for illegitimate behavior," the comptroller wrote in the report. "The police's ability to properly derive lessons from the department's investigations is harmed as is their ability to create tools to combat police brutality.

Civil Administration in Judea and Samaria
Devoting a large segment of the report to the Civil Administration in Judea and Samaria, the State Comptroller focused on an array of issues ranging from the reorganization of the CA, land registration, monitoring and enforcing the law on illegal building to issuing permits to Palestinian laborers.
The report noted that between January and November 2004, there were a total of 540 illegal Israeli building sites in Judea and Samaria, and the CA only saw to demolitions at 93 of the sites (17%).
The report also focused on the illegal construction of roads by Israelis and Palestinians in Judea and Samaria. The Comptroller noted that in 2004, Israelis were responsible for illegally laying 17 roads in the West Bank, constituting a total of 13 kilometers. According to the report, most of the roads were built on government-owned land. During the same period, no illegal roads were built by Palestinians.
