So, as an experiment, I paid extra super close attention to the sides of the road on my drive home from soccer last night (although I was, of course, on three cell phones and a laptop the entire time, so maybe I missed something!). In the course of what Google maps tells me is a 5.1 mile drive, I detected the following litter items:
1) a straw, which appeared to have fallen out of a nearby trash can
2) an empty cigarette package
3) some kind of napkin or something
4) another napkin or something (and I thought there was a third napkin or something nearby, but it turned out to be a patch of clover)
5) the plastic grocery bag I found in my yard when I was mowing the lawn on Monday, picked up and stuck on a bush with the intention of grabbing it on my way in, and subsequently forgot about...I don't know if this technically counts as litter that I saw on the drive home, since I was already in my driveway when I noticed it, but I'm going to count it, since it makes the math easier
What this tells us is that the litter rate in the northern suburbs of Indianapolis is approximately one (1) item per mile of roadway. Further, a shocking 40% of litter here appears to be napkin-type objects. My recommendation is a STEEP deposit on napkins and paper towels. If the paper product retailers don't like it, then we can reeducate them. If they don't like that, we should take a dump on their carpets, for great justice.

I never notice trash on the roadsides either, but a couple of times a year I do see crews claning said roadsides, and they seem to collect and deposit by the road for pickup bulging trash bags at alarming proximities.

Yeah...I know. Do they make the bags there in that alarming, dayglo orange? They are here.
One thing I did notice is that when the trash is a lot of those clear plastic bottle things...they are clear, y'know...they're not real noticeable to people doing 5 to 10 over the speed limit.
I still don't know why the Indiana DoT maintains an ongoing roadside trash removal program if there is no litter in Indiana. Maybe it's some kind of corrupt government thing there in Indiana? Keeping cousins and ne'er-do-well inlaws on the employee rolls as 'litter collectors', y'think?
Or...Maybe the program just works amazingly well were he happens to live?

You know, I did experience a bit of Doppler shift as I drove, but I took that into account when I blew through all those traffic lights that appeared to red to me because of my speed. Other drivers congratulated me for my perspicacity by honking enthusiastically.

Believe it or not, INDOT is not actually responsible for trash pickup along city streets. If the two towns I drove through during the experiment are anything like where I grew up, the Street Department periodically sends their idle employees (which, back in the day, were usually friends or family of mine) out to pick up litter.

Quite possibly the existing programs do an adequate job, and that would be consistent with my original comment that I do not observe a "plague of discarded drink bottle litter" that would necessitate reeducation or plastic bottle deposits.

It's around.  Not in plague proportioons, but when we take the kids to the park there's always discarded bottles around. Of course it's hard to notice the bottles in the sea of discarded syringes.

I think he's about as funny as puppy roadkill. He's a shithead. His idea of humor is insensitive, nauseating, and entirely sickening with regards others. He's also one of ChuckF's dicklickers. Occasionally, he breaks loose and manages to mumble something offensive through all of ChuckF's cum in his mouth, but it's rarely amusing....and usually just a shitty attempt at mockery, anyway.

Yah, I get that. I never claimed that there is no such thing as litter. I just observed that it's not that big a problem where I live and wondered if it's really that big an issue where other people live.
