Default How do you complain to PayPal?

I ordered a Birth Certificate in December and paid for it via PayPal.

I recieved an email saying that it would be dispatched a few days later.

It hasn't arrived and I'm not getting replies from the vendor.

PayPal appears to work only on automated question generation which doesn't seem to cover non-delivery of paid-for goods.

HELP!!

Paypal does in fact cover that, there's a process for filing a complaint. I don't know how you do it, but I've seen it done.

There are links for email and phone questions. Both links require you to log in. (I haven't done that for either though)

I had my money refunded via paypal, I used the site and didnt have to call anyone. they took care of it, no problem.

Thanks for the responses. I'm encouraged by your good experiences.

Logging-in is not a problem - my email and password are obviously accepted.

The automated answer wants me to state the problem in a single sentence :(

The email gives me a menu of subjects to select - each leading to another menu :(

It would be nice to speak to a human being :sadcheer:

I had to talk with someone once and had a good experience. At the bottom of the PayPal page, you should find a Contact Us link, From there, another click or two will give you a phone number plus a special PIN you have to give them when you call.

Having jumped through their hoops, PayPal invite me to send a message to the Seller and then come up with:-

I have received no replies to my mails during January from the seller. What I want is my money back!

Who is the vendor (a url would be sufficient)? I am pretty good at getting to whom I need to get shit resolved.

And call PayPal and try to get a human, if you had done a straight CC charge you could do a chargeback, Paypal should allow a dispute.

I think their procedure goes -

1) Pass on my complaint to the vendor.

2) If that doesn't result in resolution - do a refund.

They haven't explained very well but the only way that that automated message was generated was because I checked a box that said the item had not been received. I don't think the machine had read my message and it said that it would be addressed to the seller. They have confirmed that I've registered a complaint so I'm inside their 45 day limit.

I'll come back to you cap in hand if I'm wrong.

Oo! I've got an email from PayPal with information on how to handle my dispute.

I have no response whatever from the vendor.

Apparently I have 20 days to resolve the dispute or convert it into a "claim".

They don't say how long I should wait between registering the dispute and converting it to a claim but if I don't do that in the 20 day window I lose all my rights to any refund.

The "vendors" have my money in their bank and they're risking nothing except not being allowed to keep it. Good business to be in! I wonder if they ever supply anything!

I got through to a "human" voice at last.

I was informed that the dispute Was opened but instantly closed again because the transaction was more than 45 days before I opened the dispute.

The advice on how to handle my dispute led to a dead end which read "no open case"

The lady on the 'phone said there was little she could do as the case was closed but the "Vendor" had been contacted to say that I had opened a dispute.

Would anyone like to buy a pink elephant (Only £3,000)? I accept payment by PayPal. Please allow at least 5 weeks for delivery and contact me if you have any problem.

I eventually got through to the establishment. They insisted that they couldn't action my order because I'd entered my mother's maiden name as William (my father's christian name).

I asked them to refund my money but they suddenly found there was nothing wrong with the form and sent me the birth certificate - it arrived yesterday.

Useless piece of junk now - I got the driver's licence in January!

At least I know not to expect too much from PayPal.

I'm pissed off at PayPal because they bought up BillMeLater, yet won't let me use that to check out from sites that offer PayPal.

Granted, that may be the fault of the sites in question but I'm still going to blame PayPal. Cuz ... PayPal!
